Milwaukee, WI — Prime Financial Credit Union (“Prime Financial”) has announced the appointment of Jackie Q. Carter to its Board of Directors.
About Jackie Q. Carter
A lifelong Milwaukee resident, Carter holds an Associate degree in Accounting from Milwaukee Area Technical College, a Bachelor’s in Business & Management and Communication from Alverno College, and an MBA from Concordia University Wisconsin.
She began her public service career with the City of Milwaukee, holding key roles in the Budget and Management Division and the Treasurer’s Office. She later joined Port Milwaukee as Finance & Administration Officer, overseeing fiscal operations, human resources, and strategic planning.
In 2023, Carter was named Director of Port Milwaukee, becoming the first woman and first person of color to hold the position. In her two (2) years at the helm, Port Milwaukee achieved record cargo volumes, nearly 5 million tons and welcomed 57 cruise vessels and more than 25,000 passengers to the city. In this role, she led business development, infrastructure and operations, and pursued international partnerships to grow regional trade and tourism.
In July 2025, Carter was appointed director of the City of Milwaukee Department of Employee Relations (DER), overseeing the city’s 7,000 workers, a role she will step into later this month.
In total, Carter offers more than 15 years of experience in financial management, public administration, and organizational leadership. She currently serves on the boards of the Milwaukee Harbor District, Wisconsin Marine Historical Society, and Project Kindred. She is also a member of the Social Development Commission, the Inland Rivers Ports and Terminals board (representing the Great Lakes River Basin), and the NAF advisory board at James Madison Academic Campus.
